I spent quite a while figuring out who was behind them, it turns out it was myself filling me in on the information I’d forgotten.Cherry

It is looking for the time periods where the admins will not pay that much attention to the security cameras at the locations you remembered. After the humans took over the administration bureau they need to change shifts which is quite a time gap. I'll use that gap to visit those locations and rewind the signal.Cherry
